The Agreement was signed in 1996 and entered into force in 2001. The 5th meeting of Parties, was held in Morocco from 5 to 8 November 2013, with participation of around 100 representatives of 18 countries (parties to the Agreement), international organisations (UNEP/CMS, UNEP/Barcelona convention, International Whaling Commission, Black Sea Commission, Mediterranean Science Commission, Pelagos Sanctuary), 12 cetacean conservation related non-governmental organisations as well as representatives of the International Oil and Gas Producers Association. The meeting was opened, among all, by His Serene Highness Prince Albert II - Prince of Monaco and Stanley Johnson, CMS ambassador and Aziz Akhannouch, Moroccan minister of agriculture and marine fisheries. Altogether 18 resolutions were adopted in the meeting, tackling administrative and cetacean conservation issues. At the Meeting, countries and other organisations exhibited posters with information on ACCOBAMS implementation at national levels. In addition, Croatian delegation exhibited a a poster presenting NETCET project.

ACCOBAMS (Agreement on Conservation of Cetaceans of the Black sea, Mediterranean Sea and contiguous Atlantic Area) is the regional agreement in the scope of the Convention on Migratory Species (CMS) aimed at ensuring long-term conservation of cetaceans through regional cooperation.
